The Last Tower - Factions

The Factions of The Last Tower are something I would really like to get right, so I am laying out a more prose draft to come back to later in case my ideas start drifting.

Creatures of Dream - broke through to the material plane during a failed experiment in the tower, causing it's disappearance and possibly its return. A noble of the Dream is locked in arcane combat with the Master of the Tower. The servants of Dream control the Spire and the Masters chambers, its lieutenants have bound or bargained with the most dangerous of the towers original inhabitants. Press-ganged into service, they are the three mini-bosses of the tower, the stewards. Want to be freed from the tower, Need the Master dead or incapacitated (Main Antagonists) / Wandering Monsters

Bandit Opportunists - Gold-strippers and looters, in versions where the tower appears or is rediscovered, they control the Foyer and area surrounding the tower. Want gold, as easily as possible, if driven from the tower will attempt to retake it.

Sentient Elementals / Constructs - Individual NPCs that have retained or gained conscious thought. Most were originally mage-bound elementals or artifacts of magical power. (Want the Master Freed and the tower returned to use)

Loose Elementals / Constructs- A faction with minimal control, automated security and laboratory systems, open/semi open portals to other planes.  Wandering Monsters / Floor Restocks.

Vent Dwellers - A faction of small beings (Maybe cranium rats?) nested partway up the tower, have access to secondary passages to get around. Under the control of a lieutenant of Dream. Some NPCs will assist the party, most are puppets of the Dream

Kobolds who are tunneling between demiplanes and interdimensional spaces? Do they show up at random and break things? Trapped in the tower from the shift to the material plane? (Want to steal technology and magic items) Wandering Monsters / Shops

I think there might need to be one more faction? Having three "neutral" / unassociated factions might be enough? I worry there might need to be one more central player to flesh out the main conflict. Perhaps one of the three here will step up as it goes along!
